It's a good question.
For example traffic from 'Make Money' sites, 'Roulette proved system', Cash back, surveys, virtual currency, wall offers, 'chat traffic' or other sort of incentive traffic (i'm guessing there's many more ways)
Basically all non genuinely interested player will not be counted.

This promotion is designed to attract affiliates who has genuine good traffic, but afraid to test us

A strategic method player is a smart player who don't take foolish risks. He's able to juggle with the money because his target is to have longer fun with the games or to win a fistful of Dollars. A smart player don't make you rich very fast and don't harm you, that it will become dangerous, but -if he will be treated well- he is your partner for a good public reputation. Most smart players have nothing to do with your examples and shall be deemed to be a welcome guest.

You don't have to fear anything. I don't know your scratch card odds, but I believe, the house edge is higher than 20%.

The words "from strategic method players" are a rather unfortunate choice. "does not accept incentivized traffic" is reasonable and acceptable.

The bounty idea by itself is a good idea. It's a very old promotion tool from the olden, good years, and there is nothing wrong with it. Who is good at sums, can make benefit from it (both sides).

To be honest, i'm not so sure, i'm not the one who write this stuff

It's mostly legal terminology i think.

I can only say that we treat well all of those who treats us well.
